Civilian Active Shooter Response Course
Active shooters incidents, Mass Casualty events, Natural Disasters, major vehicle collisions and other calamities...be prepared to treat victims in the worst situations!!!! Don't just be a helpless bystander, learn to save a life!!!
There is no escaping the fact that the world is becoming a more dangerous place. In addition to providing training for active shooter response and other man-made mass casualty events, we provide training for citizens who want to be better prepared for the unexpected, whether that be an accident in the home or a critical incident in which you, your family or loved ones find yourselves. This course trains the ordinary citizen that finds themselves in extraordinary circumstances.
This course will provide essential training, strategies and skills to prepare individuals and organizations for the increasing threat of Active Shootings and other types of violent man-made mass casualty incidents. The approach is to provide options-based strategies to an evolving and dynamic situation. This course meets and exceeds the recommended guidelines from the US Department of Homeland Security, DOJ, FBI and the White House. A focus on hands on reality-based training scenarios will be used to accomplish this training. DHS recommends the RUN, HIDE, FIGHT method during an active shooter incident, the reality most people have never trained in actually implementing these modalities under stress in a training environment.
MWTC’s options-based approach includes the following training topics. Students will learn the concepts and theory and will participate in actual scenario-based training simulating actual incidents to gain better understanding familiarization and experience through this immersive learning process.
Alert is your first notification of danger.
ALERT is when you first become aware of a threat. The sooner you understand that you’re in danger, the sooner you can save yourself. A speedy response is critical. Second’s count.
Alert is overcoming denial, recognizing the signs of danger, and receiving notifications about the danger from others. Alerts should be accepted, taken seriously, and should help you make survival decisions based on your circumstances.
Barricade the room. Prepare to EVACUATE or COUNTER if needed.
If EVACUATION is not a safe option, barricade entry points into your room in an effort to create a semi-secure starting point. Our training explains scenarios where Lockdown may be the preferable option and dispels myths about passive, traditional ‘lockdown only’ procedures that create readily identifiable targets and makes a shooter’s mission easier. Our trainers instruct on practical techniques for how to better barricade a room, what to do with mobile and electronic devices, how and when to communicate with police, and how to use your time in lockdown to prepare to use other strategies (i.e. Counter or Evacuate) that might come into play should the active shooter gain entry.
Communicate the violent intruder’s location and direction in real time.
The purpose of INFORM is to continue to communicate information in as real time as possible, if it is safe to do so. Armed intruder situations are unpredictable and evolve quickly, which means that ongoing, real time information is key to making effective survival decisions. Information should always be clear, direct and in plain language, not using codes. If the shooter is known to be in an isolated section of a building, occupants in other wards can safely evacuate while those in direct danger can perform enhanced lockdown and prepare to counter.
Video surveillance, 911 calls and PA announcements are just a few of the channels that may be used by employees, safety officers, and other personnel to inform others. An emergency response plan should have clear methods outlined for informing school employees, hospital workers, or any other employees of the location of a violent intruder.
Create Noise, Movement, Distance and Distraction with the intent of reducing the shooter’s ability to shoot accurately. Counter is NOT fighting.
MWTC believe that ONLY UNDER CERTAIN circumstances, actively confronting a violent intruder is the best method for ensuring the safety of those involved. Counter is a strategy of last resort. Counter focuses on actions that create noise, movement, distance and distraction with the intent of reducing the shooter’s ability to shoot accurately. Creating a dynamic environment decreases the shooter’s chance of hitting a target and can provide the precious seconds needed in order to evacuate.
When safe to do so, remove yourself from the danger zone.
Our training provides techniques for safer and more strategic evacuations. Evacuating to a safe area takes people out of harm’s way and hopefully prevents civilians from having to come into any contact with the shooter. Did you know that you should break a window from the top corner as opposed to the center? Many useful techniques that civilians do not know exist and can save your life. Our trainers teach strategies for evacuating through windows, from higher floors and under extreme duress.
Additionally, this course teaches the average person the basic medical care interventions, which can save an injured person’s life until they can be assisted by conventional EMS. It uses the principles of Tactical Combat Casualty Care (TCCC) and meets the recommendations of the Hartford Consensus documents and the Committee on Tactical Emergency Casualty Care (C-TECC) guidelines.
This class will utilize bleeding control products were developed and approved by the American College of Surgeons (ACS). The ACS Committee on Trauma, and the Hartford Consensus – founders of www.bleedingcontrol.org, along with the Department of Defense, Department of Homeland Security, the FBI, and other recognized emergency response organizations. This class will provide you with the tools and information you need to act quickly to stop bleeding and save a life. The tourniquets and hemostatic dressings in this class are the primary products and same technology the Department of Defense has tested and approved for use by all U.S. military forces.

Launched in October of 2015 by the White House, Stop the Bleed is a national awareness campaign and a call to action. Stop the Bleed is intended to cultivate grassroots efforts that encourage bystanders to become trained, equipped, and empowered to help in a bleeding emergency before professional help arrives.
No matter how rapid the arrival of professional emergency responders, bystanders will always be first on the scene. A person who is bleeding can die from blood loss within five minutes, therefore it is important to quickly stop the blood loss. Those nearest to someone with life threatening injuries are best positioned to provide first care. According to a recent National Academies of Science study, trauma is the leading cause of death for Americans under age 46.
The following topics will be instructed:
- Stop the bleed/ Bleeding Control techniques (3 hours)
- Behavioral threat assessment
- Advanced Lockdown procedures
- Evacuation drills
- Counter the Threat (unarmed vs armed response)
- Situational awareness refresher
- Isolation drills
- Realistic scenario training with role players
- Table top planning exercises
Each student received a certificate of completion from our training. The Active Shooter Response course, attendees also receive certification on Stop the Bleed techniques. Attendees shall complete a liability release waiver upon the start of our classes. We recommend to our attendees they wear comfortable clothing as they are encouraged to actively participate in the live scenario-based training. It is a full 8 hour training day!
